Serving thirteen counties, LWIA 23 is the administrator of public workforce programs under the leadership of the business-led Local Workforce Innovation Board. We connect job seekers and employers through our training and education services. We develop the workforce through innovative talent pipeline initiatives with the ultimate success of the employer and job seeker in mind.

“After I graduated from High School I was unemployed and had very limited work experience. I went to the C.E.F.S. WIOA office in Effingham. My Career Planner placed me at the Child Development Center, I really love working at the Center and love all the kids. It has been an enjoyable experience for me.”

"While in high school, I was enrolled in the WIOA Work Experience Program. I was placed at Vandalia Rehabilitation. After completing the Certified Nurses Training Program through Kaskaskia College I was hired permanently at Vandalia Rehabilitation. With great support from my family and my C.E.F.S. Career Planner, I have overcome issues with low self-esteem and struggles in the classroom. Thanks to the support of C.E.F.S., I plan to someday be an LPN and work as a flight nurse.”

The purpose of the Regional Plan is to create a workforce development system which increases the employment, retention, and earnings as well as occupational skill attainment by participants in order to improve the quality of the workforce, to improve self-sufficiency, and to enhance the productivity and competitiveness of the region.​
