Who is eligible?

​General eligibility requirements

  • A resident of one of the Illinois counties of Clark, Clay, Coles, Crawford, Cumberland, Edgar, Effingham, Fayette, Jasper, Lawrence, Marion, Moultrie, or Richland

  • 18 years of age or older

  • Compliant with Selective Service Requirements

  • Authorized to work in the United States

  • Priority is given to US Veterans

Additional eligibility requirements will be assessed at intake.

Youth & Young Adults

WIOA Youth Programs aim to prepare and support young adults 16-24 for the workforce. Participants are provided with free career and employment services to help them start on their career path.

Work Experience

Get paid while you learn about career options and gain experience in the real workforce.

Tuition Assistance

Funding for training and education for an in-demand occupation, so you can get the skills you need to succeed.

Career Readiness

Receive one-on-one guidance in creating your resume, developing leadership skills, exploring careers, preparing for interviews and much more!

College Friends

Who is eligible?

  • A resident of one of these Illinois counties: Clark, Clay, Coles, Crawford, Cumberland, Edgar, Effingham, Fayette, Jasper, Lawrence, Marion, Moultrie, or Richland

  • US citizen

  • Compliant with Selective Service Requirements

What if I am not in school anymore?

An out-of-school young adult who meets the general requirements and is 16 – 24 years of age can participate as long as they meet one additional criteria:

  • Drop-out

  • Not attending any school in the last calendar quarter

  • Homeless or runaway

  • Parent or pregnant

  • In or aged out of foster care

  • Subject to the justice system

  • Person with disabilities

  • If a high school graduate, must be low-income and have low reading and math skills

  • Low-income needing assistance to complete an educational program or secure employment

What if I am still in High School?

A youth who meets the general requirements and is 14 – 21 years of age can participate if they meet one additional requirement:

  • Attending school

  • Low-income and any one of the following:

    1. Homeless or runaway

    2. Parent or pregnant

    3. In or aged out of foster care

    4. Subject to the justice system

    5. Person with disabilities

    6. Low reading and math skills

    7. Need assistance to complete an educational program

    8. English language learner

What is expected of a participant in a Youth Program?

While enrolled in the Youth Training and Education Program, each participant will be expected to achieve the following:

  • Attain a high school diploma, GED, or other credential

  • Create a resume

  • Increase basic skills in reading and math

  • Secure employment or attend post-secondary education/training

  • Maintain monthly contact with Career Planner during enrollment

  • Maintain contact with the program for 12 months following completion
